Safety in diving operations is regulated by a single unified code, the Diving At Work Regulations 1997.  The regulations impose a duty on every person who has responsibility or control for a diving project or whose acts or omissions could adversely affect the health and safety of persons engaged in a diving project.  The regulations provide that no person at work may dive in a diving project and no employer may employ any person to work in such a project unless there is only one person who is the diving contractor for that specific project.  The diving contractor is under a duty to make sure that the project is planned, managed, and conducted so as to protect the health and safety of all persons participating in the project.  Before any diving commences a diving plan must be prepared and the person appointed to supervise the project.  A written record must be kept of the appointment and a supervisor must be provided with a copy of the relevant parts of the diving plan. 

Diving accidents often happen as a result of inadequate equipment.  The regulations provide that the diving contractor is responsible for ensuring that there is sufficient plant and equipment.  Such plant and equipment must be maintained and records must be kept of each diving operation.
