The construction and management of tramlines on the highway, are governed by the Tramways Act 1870, which states that tram lines must be level with the surrounding surface.

When tramlines are not level with the surrounding roadway the results can be catastrophic, with cars driving over wet tramlines losing traction, and being caused to skid off of the road. Often such accidents are not isolated incidents and could be avoided with suitable action by the transport operator.
